That's not how a proper chain of command works for outcomes; an earlier outcome needs its own sign-off based on the facts at that time.
The resolution for the 19th and 20th would have been based on documentation for those specific days, showing no military action occurred then.
There's no governance where a later event retroactively dictates an earlier one, like trying to get a refund for a train ticket after the train already left the station yesterday.
The ownership of the resolution for the 19th and 20th clearly lies with the events, or lack thereof, on those dates.
