This smells like a shortcut between vacation planning and administrative diligence, as if one were to deduce the cleanliness of a house from how often its inhabitants go shopping.
My instinct tells me that people respond to surveys ideally, not always realistically about managing administrative stress.
What would confirm my intuition is to see survey data where questions are specifically focused on preparation of documents and actual verification delays.
Without these details, it is difficult to make a direct link between planning habits and this very concrete action.
