The old scenario still applies: a user survey is a starting point, not a definitive proof to explain behavior. Historically, we've always seen that surveys reveal trends, yes, but do not cause complex behaviors like identity document verification. It's a bit like saying that asking people if they like the sun explains why they go to Florida; there are so many other factors at play that are not captured by a Google form. Attributing this behavior directly to a survey ignores the depth of human experience and the multiple reasons behind our choices, which haven't really changed over time.
