The idea that the decline in audiovisual investments is the direct and sole trigger for Australian streaming quotas is a reductive simplification of the political reality. Governments do not legislate with such unidimensional reactivity in response to a single economic statistic, no matter how significant it is. This measure is primarily a proactive strategy of cultural sovereignty and protection of the local industry against global giants, a concern much older than the annual fluctuation. Considering only this decline as the cause ignores the cultural pressures and national imperatives that motivate these policies, such as France's historical commitment to local film production, well beyond its own annual investment figures. It is unwise to attribute such absolute causality without recognizing the multifactorial complexity of legislative decisions.
