It is simplistic to believe that the decline in investments mechanically triggers the implementation of regulatory quotas.
This is not an inevitability; the Australian government made a deliberate political choice, not a reaction forced by events.
I contest the implication of an inevitable causality.
Why haven't more generous tax credits, like those offered by France to its film industry, been the first option if the goal was solely to stimulate local investment?
The idea that an 18% decrease makes quotas imperative is an untenable claim.
