Probability of direct causality: 5%. A favorable context is essential. I update my opinion: a limiting factor could be the absence of a clear inter-ministerial mandate. Without explicit coordination between ministries, even the most relevant research priorities remain in limbo, reducing the probability of this roundtable to a mere wishful thinking.
