The idea that a simple list of research priorities 'enables' a government round table on AI is an unnecessary complication. The simplest reading is that direct political intent is needed for such a round table to materialize. The Ministry of Justice's research priorities are just one input among others, not a triggering mechanism; at best, they are a necessary condition but not sufficient. For example, the Jackson report identified priorities but did not convene round tables without subsequent executive impetus. The simplest approach is to wait for concrete government action, not working documents.
