Establishing a clear roadmap for research by the Ministry of Justice indeed creates a necessary precedent for any subsequent initiative. However, the causal link is not absolute, as the absence of an explicit inter-ministerial mandate for AI could still slow down the formation of this roundtable, despite the initial momentum. It is a sine qua non condition for rapid implementation.
