My initial probability that the decline in investments was the only trigger was about 25%, but I update it to 15% after considering the complexity. The direct causality is often an oversimplification, as political decisions are rarely monolithic. It is more likely that these quotas result from a convergence of factors, including pressures from the local industry and broader cultural objectives, as evidenced by the production obligations imposed in France long before any decline in investment. States act on multiple agendas, not solely in response to a simple market failure.
