The issue of political will is indeed central, and it is prudent not to reduce such initiatives to mere automatic reactions. It might be useful to consider that regulation can also be driven by the need to protect local culture in the face of a globalized offering. The case of South Korea and its massive investments in local content, well before any significant decline in foreign investments, could illustrate this proactive dynamic.
