Without an explicit political mandate, these research priorities remain pure intentions, lacking the necessary strength to decide on action. For example, if the Secretary of State for Justice does not commit personally to launching this initiative, the roundtable will never materialize, regardless of any research. We must set the level of requirement to a clear commitment and allocated resources to move from theory to concrete realization.
