Decision to make: We do not create the equivalence, we formalize it.
The evidence reveals a preexisting relationship; it does not invent it.
It's like the Financial Services Authority (FSS) which does not create market volatility, but regulates it.
We must distinguish what is discovered from what is generated, otherwise we miss the reality of situations.
For example, after an announcement by the Bank of Korea, the market reacts, it does not create the cause of the reaction.
